Public Advisory on Avoiding Cash Charity to Beggars and Encouraging Responsible Humanitarian Assistance
The general public of Hyderabad and the entire Telangana is hereby informed that giving cash charity to beggars is strongly discouraged in the larger interest of public safety, social order, and protection of human rights.
Authorities and civil society organizations have observed the operation of organized begging networks at international, national, and state levels. Many of these rackets are linked to forced begging, child exploitation, trafficking, and other criminal activities. Providing cash—knowingly or unknowingly—supports and sustains these illegal and inhumane practices.
Public Advisory – Guidelines
Citizens are advised to strictly follow the guidelines below:
Do not give cash to any person engaged in begging under any circumstances.
Assistance may be extended only in kind, such as:
Food
Drinking water
Essential consumable items
Those wishing to help are encouraged to carry food packets (e.g., biscuits) instead of money.
Report instances of organized, forced, or child begging to the concerned authorities immediately.
It is pertinent to note that similar public awareness initiatives implemented in Mumbai, Pune, and other parts of Maharashtra have yielded positive social outcomes, including the reduction of begging rackets and prevention of child exploitation.

Adopting this responsible approach across Hyderabad and Telangana will help to:
Break organized criminal networks
Prevent child trafficking and forced begging
Promote humane, lawful, and effective assistance
